Phosphate deal is deficient

Another shining example of how Mosaic's settlement with the counties is deficient is with our current water shortage.
I believe businesses like phosphate mining and agriculture should have water restrictions to abide by just like citizens.
There is no mention of water usage in the current settlement. With three mine permits right now on the table to potentially run simultaneously, there need to be water sanctions. That's another reason the areawide cumulative impact study needs to occur.
Even 15 years is too long for a contract of this nature. I'll bet the state of Florida wished it never granted Mosaic the permit to use 10 million gallons of water a day for mining. Had it a crystal ball into the future, it would have seen our drought conditions, which are probably going to occur for several more years.
